Gołdap is located in the northeasternmost part of the Warmian-Masurian Voivodeship in the Land of Winding Masuria. The town was founded in the second half of the 16th century at the junction of three borders: the Teutonic Order, Lithuania, and the Crown. The historical "Tri-border" still exists in the vicinity of the village of Bolcie, approximately 40 km northeast of Gołdap, towards Wiżajny. In Gołdap, there is the border crossing with the Russian Federation (Kaliningrad Oblast) Gołdap-Gusiew.
